New puppy won't wee on the lead

We've a 14 week old collie puppy - lovely in all ways but a strange habit, on a lead she takes absolutely ages! to have a wee when you let her out (like 20-30 mins) last few days we've let her out loose (garden is not 100% secure so she's several lengths of bailer twine tied to her collar and her idol our older dog is on the lead) every time she goes straight out and has a wee!
We're still mid toilet training so taking her out every couple of hours to avoid accidents

Anyone else experienced this, any likely reason why it's acceptable to wee off the lead but not on - so is virtually the same distance away as she follows the older dog around as if she was on the lead, so it's not like she races off to a specific place or to be on her own !
 
so when she's got a length of bailer twine attached she's still going for a pee? So when she's been taken out for a walk on a lead she's not peeing?

That's exactly it, although on the lead in the garden she won't wee for ages but 'loose' she will go as soon as we go out (as you'd expect). we have stone walls as the garden boundry and my lab has proved they are easy to scrabble over so the bailer twine is just so we can catch her easily if she decides to wonder off!! She's always supervised in the not 100% dog proof garden

if she would wee quicker off lead, then just let her loose and just keep a close eye on her. I presume you're praising her anyway so if she knows to go back to you for a treat after weeing then its not a problem?

Don't worry mine is the same (or was) they will eventually
 
Thanks both, it's not a problem at all, just curious to see what might be behind it - we live on a small holding so being on the lead is not something she'll spend a lot of time doing anyway - just slightly strange to me that she considers it so different.
 
I think it could be a bitch thing. My bitch won't wee on the lead, just point blank refuses but our dog will happily cock his leg against anything within seconds of being outside.. It's loads easier!!
