New Shoes - but too small??

A horse I know of has just been cold shod new shoes but these don't look right to me

The front ones are fine but both back feet, his hoof is hanging over the shoe by a good 1cm, is this right?? It just looks wrong to me.

Is the farrier just rubbish, should they not fit exactly to the edge of the hoof - is he a bodgit and scarper farrier?

Does the horse over reach? My horse has his shoes fitted, set back like this to minimise damage if he strikes his front heels. I'm not entirely sure but it may also have something to do with the breakover point.

To me it looks normal - So I would say farrier not rubbish

ETA Have you got a pic of the whole hoof (rear) and a front too? That would give a better idea of whether he was a bad farrier.
 
Mine is always shod like that. If you are unsure as to why he/she has been shod like this, ask the farrier, who should be only too happy to explain his reasons.

Text book shoeing. There should always be some over hang on the back feet as the shoe is set back to prevent over reaching (even if the horse is not an over reacher)

As far as i can see from this one picture there is nothing wrong here
 
Merlin is shod like this infront and behind.... He used to trip badly and the fronts were set back like this to help with the breakover point....

His hinds are set like this now to help his foot roll forwards to help with his arthritic fetlock.
