Thats where it gets tricky. The owner already taking action to get the pony to lose weight, and it is really difficult to do, therefore I don't really see how its the YO's problem. Hugely complicated area - just what is neglect and appropriate care.
 
due to this new legislation, YO will be deemed responsible for ALL animals on their premises.

i have re-written ALL my yard agreements, stating that i will, if i see fit, call for veterinary assistance where/when needed either in the absence of owner due to holiday or if owner is/has been uncontactable for whatever reason.

it is something that a YO be it a licenced business yard, or farmer giles down the lane have to take seriously.
