No hay for the moment

Have written about my veteran horse before who suffers from bad COPD and now has also Cushings. His feed has been changed to try and put on some weight and have a food with very low sugar and starch. This new food has worked well and he was looking much better when his breathing got really bad (very dry and dusty here, also high season for grass seeds), so he started to loose weight again. Vet came out and he has had his normal treatment and is breathing much better, vet finished by saying he advises to give no hay for the moment, horse lives out and there is still some grass. He has 3 feeds per day of 4 liters per feed. I was worried about not having hay for him but feel that since I pay vet for his advice I should take it. His hay was always soaked but dries out really fast in this weather.

Any comments and/or advice here?

I would maybe try continuing with the soaked hay route (though i understand the drying out scenario) or a fast fibre feed ( the ones that are low starch/sugar)..
And ask your vet what to give him instead of hay?
 
Does he go out on grass? Is it good grazing? Perhaps the vet thinks he will get enough from the grass alone now the weather is warmer? Otherwise you could go down the route of using soaked or short chop partial hay replacers, ie Fast Fibre, soaked high fibre cubes, low sugar/starch chaffs etc. Best to ring the relevant manufacturers for advice on what products are suitable for this purpose and how much can be safely fed.
