No water

Would there ever be a valid reason for leaving a horse with no water over night?

I horse I know of is fenced into a smaller area of a field at night to help with weight management, however the water trough is at the other end of the field to this fenced off bit and although it gets given hay when it gets shut in it is not given any water - there is not even a water bucket it this bit of the field.

Not sure who the field owner is or if there is one, to go to or would you go direct to WHW or BHS? Don't see owner but horse appears well cared for and is obviously visited twice a day, feet are fine, weight is good which it what seems to make this even stranger
