Rising 4 to 8 yrs
14hh to 15.2hh
No TBs (too difficult to manage with my natives)
No pacers (just personal preference!)
No white-greys (I hate bathing ☺️)
Can be backed or not.
Primarily just needs to be a nice person and sound.

St Giles stud sometimes have some nice youngsters for sale. They are bred for dressage but you might find something your looking for. They are total blank canvasses. Turned out in age range herds until ready to start education or sold.
 
If you can go a little smaller I have a 2021 13.2 appaloosa x cob gelding. Super stocky type with a big spotty blanket and significantly under your budget
