TBH I wouldn't bother with her parents - if they're as useless and horrible as she is there seems little point. It certainly won't help the horse.
I would meet with the YO and the other person on the yard, armed with a copy of the new legislation and ask the YO to contact the ILPH. If he doesn't want to, you do it, whilst both the YO and other person are present. Calls are anonymous so like someone else said, you can always say it wasn't you.
Furthermore, who cares what happens to this absolute b*tch?! I'm glad that the horse has you around and it's such a sad situation from him. Fingers crossed that cow gets banned from keeping animals. If she's competing BSJA, you could always report her to them too, might as well....!
Is she on drugs? Not joking, if she has gone from being responisble to having no money, disapearing and not bothering I would be questioning.
Why is he a stallion, does not sound as if he is actually doing the work of a stallion - hoping to cash in one day? Poor bugger would be better gelded and living a normal equine life.
He hires the transport (her sponsors apparently pay for it) we have her number but she never answers it - even if we call from a private or different number!

Ah, thats that idea out then, unless he can get the number. She sounds like a few horsey people I know - living in cuckoo land! And only 19, gawd help. Wht is it about horsey people and being bonkers that goes so well?
I would try to turn him out whether she likes it or not, it'll be easier for you and him. The fact she doesn't want him turned out for no good reason shows how clueless she is. I would tell her that if she has that much of a problem with it she can come up and see to him twice a day, every day, or he's going out in the field. Again, you have to stress to the YO his involvment is required by law.
I've just got off the phone to the other lady at the yard - she managed to get the number of the people at the other yard and called and spoke to her and told her it's out of order what she's doing and she is expecting to take the horse to Hickstead in a couple of weeks. She said she's on her way up to the yard now so we shall see if she turns up - she said we've been feeding him and that she's been out and bought feed for him today but she needs to sort it out and sort it out now
Good grief, I dread to think what would happen if she had an accident with him at the yard. Not that this is your fault, but you wouldn't have the first clue who to contact, where to go - what a mess!
She is totally guilty of neglect - I would report her to RSPCA, BHS or ILPH. The way she is treating that horse is just not acceptable - she should not be allowed to own one!
Why do some people have horses and then wilfully ignore them? Totally makes you wonder - especially when there are so many desperate to have their own but can't afford it / don't have the time.
Hopefully she'll turn up and see to the horse now - your best hope is that she moves it from your yard and then you could have a relatively peaceful time again. Might be an idea to try to get the YO more involved though....
