Do you think they will be split into restricted and open [as in new rule book] and 3 from each section will qualify or do you think that will come in next year?

Yes, as the rule book came into effect on Dec 1st, I would expect there to be the two sections at the regionals coming up with the top 3 from each section going through as you say.
However, the schedules only have the one section but that may have been that they went to print before the rule book? A quick call to BD on Weds I think, or if only Troi was about?!!!
Don't know the answer but I have a question about the regionals too, are there usually any warm up classes or do you just go straight in to the regional class?
The Novice and Elementary music at the upcoming Regionals will each be run as a single class this year. The top 3 in each section with scores of 65%+ will qualify for the Championships by right of placing. Wildcards will also be given for both sections.

To answer Ovidius - wildcards are given on percertages, not placings, so it doesn't matter that open and restricted are in the same class. When it comes to working out the wildcards, the open and rest competitors will be listed separately and the top ones in each section identified.
Sorry, I'm probably being thick as I'm unwell, but does that mean we all enter say the novice and the top three restricted riders and top three open riders go through - or the top three overall? It's just that the schedules only have open, so if it's the former, how would you know who was restricted? If it's the latter, isn't it a bit odd that the wild cards are allocated as if separate sections are being run, when the basic qualification isn't? (I may well be misunderstanding everything due to flu!)
So, even though say, elementary is one class, it will be split as far as placing as is concerned... ie... 3 from Open and 3 from Restricted?? Total of 6 ?? ?? Me too suffering from flue bug!!!! Drug enduced so being a little dim!!!!!!!!
It will be the top 3 Open and top 3 Restricted. BD know who has qualified at all the levels and who is in which group and will inform the Regional organisers so they can ensure people are categorised correctly. Same applies to wildcards - to make up to the total number of places available for each championship class, the highest non qual percentages from all the regionals for each of the open and restricted riders will go through.
It is true that the qualification isn't split - but as it is the top 3 from each competition, with the qualification passing down, there is no need to. Of course, the qualification for music could always change to be the same as for mainstream classes - but I doubt that would be particularly popular.
This is all about giving more opportunities for restricted riders - which is something that many have been campaigning for for some considerable time. The growing numbers competing in music, together with the move to Hartpury which has more room for more classes, meant it could be done for this year.
