novice working hunter

Hi wondering if someone could help me.
i was planning on taking my welsh to cheshire show to compete in the novice working hunter
however a girl at my yard say that
a) hes to old to compete in novice workers ( hes 13)
b) im also to old to ride him in county level he's 15hh

can anyone comfirm this as i have a feeling were now stuck to local level shows in workers

The schedule should tell you how old the rider can be. The criterion for novice is to never have won a WH class, no matter the age of the pony.
