basicly the chaps being told he cant have a licence to take tourists up the sefront in his Landau unless he holds a DVLA driving licence! I dont get how anyone could even think its a relevent qualification given than private horse owners dont need one to take there horses/carriages on the road.

The same thing has been done in Blackpool but some drivers have been given "grandfathers rights" so Mr England is trying to get the same applyed to him
 
TBH I can see the point of that - if you're in charge of any vehicle on the public highway carrying paying passengers you need to be able to prove you know the rules of the road, or you could be lethal!
 
Rules of the road yes, but a full driving test? surely something along the riding and road safety test would be a better idea?

After all im not sure correct use of gears and knowing how to check your oil is high on the lists of musts when it comes to carriagage driving!
 
Whilst I do think that anyone driving paying customers in a Landau should have some form of test to make sure they are competent............you cannot apply a rule for a MOTOR vehicle to a non motor vehicle.

If that was the case........you could get points for running a red light on a push bike etc.........and you cant as it is not a motorised vehicle.
