Numpty question about Passports!

I have just brought a small pony to act as a companion for a friends horse and to do a bit of in-hand and tricks with. He's going to belong to my daughter.
So my numpty question is do you have to be an adult to have your name in a passport? (I'm 34 btw! just want to know if he can have my daughters name in it who's 10. I really don't think you can, but thought I would ask!).
 
Defra states that any animal owned or cared for by a child (under 16) is the responsibility of that child parent or guardian - so I think she would have to be 16 but I can't find anything definitive.
