oats/blue chip etc

ok, some of you may remember previous post, regarding sparkle etc etc, anyway, have started pony on better food, was fed sugar beet and chaff with some garlic, judge said he was under condition (though his weight looked ok to me!!) anyway, so after lots of deliberating I ended up buying blue chip pro (brilliant so far after a week!!) and stayed with sugar beet and chaff but have just started adding a teeny bit of oats as he is dull as ever(at a fiver a bag I though its worth a try!, I dont think he was getting quite enough nutrients before as there is no grass in his field and only a small amount of food. My question is, how much oats to give, im aiming for real sparkle, enthusiasm and forwardness (he used to be like that all the time!) dont want him completely physco though!!
ps he is 13.2hh 15 yrs old and approx 323kg
 
You would get excellent advice from one of the feed companies
