My new ponys mane is very badly rubbed at the bottom due to badly fitting rugs by previous owner..
im debating what i should do to smarten it up?

Any ideas?

Personally I would shorten the whole thing to the same 2 or 3 inch length that you have just above the wither (what I call showjumper length). Hopefully you wont be in rugs much now and it will allow the very bottom bit to catch up .
 
Pull it and buy a vest/neck lycra thing to protect it so it can grow back. I swear mane and tail condition makes manes grow! Add some soya oil in her diet to help good mane growth too. : )
