Oh my goodness'! Formula 4 feet...

TBH I don't look at the cost of F4F - my horse's feet are amazing after 3/2 months of feeding her F4F so I now just don't want to stop it! She was on plain NAF biotin and Bailey's Lo-Cal the winter pefore last, which also made her feet really good but not as rock solid as they are now. The Lo-Cal and biotin was more cost-effective especially as Maiden was having hard feed, but I started the F4F as I wanted a non-powdered supplement otherwise it would blow away in the wind when I tipped it into her field bucket!
 
I have tried some of the 'more expensive' hoof supplements, with little or no effect. I have also used equimins Biotin (which does contain the other needed elements) and had fantastic results. I would also suggest BSS. each horse is different and reacts differently to these things, so sometimes it's a matter of trial and error.
 
I thought about putting my TB on a hoof supplement when I got him as his feet weren't that great but when I changed farrier his feet improved (thank god, I had been looking at the prices of F4F etc. and thought I was going to have to stop eating to fund it!). My new farrier said to use Hoof Moist (by NAF I think) - it is a hoof moisturiser and I know you said you're cynical about them but it's made a noticeable difference.

I'm not suggesting that you just use a moisturiser as sounds like your horse is in need or more than a moisturiser but may be worth considering as an interim measure whilst the strong new hoof grows down?
 
Equimins Hoofmender Plus gets my vote - its not that expensive and definitely helped my mare and her feet (and if it helps her, it'll help anything!!)
