I would say the bigger one- they measure at the highest point of the withers.

They are measured at a specific vertebrae in theory I think. Dont forget without shoes she would be smaller, so I would say 16h!

I showed your pics to OH yesterday and said "Would you say that horse is 16.2hh?" and he said "no but it has massive withers - must be a hand difference there!" shows he wasn't far wrong
