Old fly bites

I’m interested in a connie for sale. Ticks all the boxes but there’s always something. He has some old fly bites on his neck and shoulders, owner said they’ve been there since she had him over from Ireland 18 months ago and don’t bother him. Any ideas what this could be? Worth pursuing or would it put you off? Will try to upload some pics

My friends horse has something like this. I can’t remember the technical term or the science but basically it’s an overproduction of something after a bite. Shouldn’t affect the horse in anyway. Friends horse now goes out with fly rug etc to prevent further bites
