Your manager is talking rubbish - yes they are most definitely still legal

Obviously DVLA wont issue them any more, but someone who has one can keep it as long as their details have not changed

Loads of people still use them, including me and according to the DVLA they are still legal, although they are no longer issued in line with EU regulations.

I would have thought so as the paper parts actually the more important part.
The photocard is more to identify you to the paper counterpart

i work for a bank (don't shoot me!) and our FSA guidelines accept old style paper driving licences as formal legal ID for opening accounts and i'm sure we would not accept if no longer legal, the dvla will encourage photo cards but as long as still in date etc we accept paper versions.x

The photocard has to be renewed every 10 years and is actually the more important part as it details which class of vehicles you can drive etc as well as being a form of ID which obviously the paper one is not. There is no requirement to change from the old style licence unless there is a change to be made - ie change of address

LOL - I process Criminal Records Bureau checks for a living (which is MUCH worse!) and they accept them as ID too

They are indeed still legal and do not need to be replaced until/unless something else needs changing, for example, address, categories etc.

I had an old paper one for years, it was only when I did my HGV and sent in my license to have HGV catagory added, that they said they needed a photo so they could give new a new photo license, but you still have a paper bit as well. If I hadnt done my HGV I would still have a paper license.
