I think the bush in the foreground is hiding the bank. If you look at the ground, you can see the bank. Looks like the horse took a flyer off the top!

I saw this on FB too and I made a comment on the page asking for captions that it would actually have been nice for the company who put it up there to have said if the horse was ok or not. It is a horrifying photo.
