I recently bought a filly, and she has some interesting markings. is she splash or something else? ( no idea on genetics!)

dad is bay, mum is black with small belly white spot.

shes 12 months old ?

Yup, some sort of sabino esque gene It causes jagged high whites white face marking, a chin marking, often a belly splash. You sometimes get a roaning effect through the coat as well.
