It seems that the original question has been comprehensively answered above - but I'll add a couple of points.

Yes - only qualifiers will give qualification through to Regionals.

The Regionals are now over-run with combinations at the lower (P - E) levels so numbers need to be controlled. The qualfication percentages are already high at these levels, so this route has been taken.

Whilst those who are actively chasing Regional qualification will want to skip non qualifiers, there are plenty of riders who compete for other reasons. Also, feedback is indicating that those who feel overawed by the riders aiming for the regionals will positively welcome classes where they may not be present. Also - as mentioned above - this gives a route for those who have qualified, but feel awkward about continuing to compete and thus potentially taking a place from someone else if they win again. Finally - as mentioned - riding in the non qualifiers as Training gives all the benefits without accruing points.
 
I suppose when you put it like that it does make sense.

Hopefully more of the non-qulifiers will offer a training section - which will become as competitive (probably more so with o and r riders together!) than the qualifier!

It does make sense, except that I assume there is still the restriction on the amount of qualifiers a show center can run each month, which will make it very crowded in the qualifiers at a lot of shows.
