To me he looks weak and "unfinished" for a 3yo - looks more like a 2yo. At the moment he is standing very down hill, and I would want him to even up a bit before trying to fit tack to him. He had a kind eye, but the markings on his muzzle make his face look coarse. The blood rings on his hind feet indicate at least two episodes of laminitis or other major metabolic disturbance.
Personally I would want to leave him 6-12 months before seeing him again.
I am no expert so can't really advise.
I like him, and it sounds like they haven't done too much for his age which is good.
The only thing is his markings make him look a bit odd, like you can't see the conformation under the markings.
But I think once he's fully grown and his bum gets built up a bit he will look a lot better![]()

His off hind seems to be missing a big chunk of toe, and his off fore has obviously been sprayed with something. If you do go look at him, take a close look at his feet!
I too noticed the big chunk of hoof missing on the off hind. Also when you enlarge the image you can see what looks like a big scar high up on the inside of his off hind leg.
Personally I think he is sweet looking, marked similar to my old gelding, but as a predominantly white coloured he is likely to be a marmite horse!
...if you want a long backed, bum high horse, he is the one for you...
