opinions wanted

I am looking to sell lily (or loan to right home) after her foal is weaned (all going well of course) I don't have time to keep 3 in work and lily is going to be too small for me to ride. I don't want her to be be just a broodmare - she needs to go on and do a job...
My question is this, she is going to a great winter project to bring on for PC, she is around 13hh and will suit experienced child or light teen /small adult welsh sec c.......Do i back her or leave her unbacked??? Personally i prefer unbacked ponies, but seeing as she is going to the PC child's market am i better backing her??!! sorry for the waffle but would love some opinions on this!
 
If you are wanting to sell her as a family pony for pony club usually someone looking for something like that would prefer to buy a horse that they can get on and do things on straight away, i would definatly back her first
