so from the BHS one it still looks as though you need 1 person per horse. I wonder if there is an age limit for the person?
Otherwise every time many PC mums take their child, a childs friend and 2 ponies out they will be breaking the law.

Surely only if it is a commercial activity, otherwise they fall under one of the other exemptions - i.e. private people off to fun shows not connected with business?

are excluded from the regulation providing that every horse is accompanied by a person who has responsibility for its welfare (for example, 2 horses would need to be accompanied by 2 people).
