Over reach boot issue

My horse has been wearing over reach boots as he pulls his shoes off for fun! He has been wearing them 24/7 lately as he managed to pull one off in his stable. I take them off twice a day while I'm around and change them regular so they stay clean. He is in the rubber ones as they give the best fit to cover right to the floor.

I've noticed that when I've took the boot off tonight something weird. It's almost like the boot has rubbed but there is no usual rub signs I.e hair loss. It's only one leg. Where the top of the boot sits what I can only guess is bone has started to grow??? Has anyone ever had any experience of this? It's not hot to touch and doesn't seem painful...it just looks weird? X
 
I'm sorry if I sound like a broken record as I mention this on every OR boot/shoe pulling thread that I see, but please check your horse's hoof balance. If the toes are long and therefore the breakover is delayed, the horse will over-reach and/or shoe pull because of this.
