Overweight and cresty?

I have a 3 and a half YO cob and i never really noticed before but when my friend was brushing him mane. He said. "why does his neck wobble and bend when i brush his mane" and it got me thinking he could be over weight. He doesnt look fat at all to me as he is growing he looks a lot lot finer than other cobs. I can still feel his ribs. But he does have an apple bum. But a lot of cobs have apple bums. Is a wobbly neck bad? Should i reduce feed?
 
Generally, necks that wobble and bend aren't cresty. Necks that don't wobble and feel like a fur covered brick are more likely to be cresty.
 
Yes a rock hard neck that doesn't 'bend' isn't good...can you run your fingers/hand across his ribs and feel them? If you can, he should be ok, if you have to dig your fingers in to feel his ribs, he is over weight :)
