p/port problem continues,

Last november i bought a section a, The owner promised a passport and said one was being processed turns out the woman never had a p/port in the begginning. So i applied to become a member of the wpcs and got a form to fill out for passport.I had vet out to do microchip and markings and i got breeders name and address and put on form.blow me today i had a letter returning the form.because the original owner wasnt a wpcs member and had not sent the mares p/port away for change of ownership in her name.They also said the dam wasnt recognised? i rang her and she said she wasnt willing to pay the membership fee and change of ownership and was quite rude on the phone.i then rang the wpcs and told them this and they said unless she becomes a memebr and does change of ownership i cant register my filly!!! what do i do now.i even offered to pay her memebrship fee so i could get my filly reg.
 
Did you pay for a registered filly and do you have anything to prove that she was sold as a registered animal? If she continues to refuse to join in order that you can register your filly, I would be advising that you will seeking legal advice as to the refund of part of the purchase cost as an unregistered filly is worth less than a registered one.

I would also advise that you will be contacting trading standards and DEFRA as selling a horse without a passport is unlawful.

Hopefully that will make her pull her finger out.
 
I have rung her and left a message saying she can have the filly back.she told me she was registered when i bought her. She then messaged me back saying she would send the dams p/port to the wpcs and get the mare registered in her name will this help at all.it really annoys me genuine buyer ,genuine seller.she then went on to state she never registers her horses in her name and finds the wpcs a a total rip-off
 
Write recorded delivery stating she has seven days to collect the filly, refund the purchase price and any livery expenses or you will go to DEFRA and trading standards and pursue the legal route.

Alternatively if you really like the filly, she has a week to send off for membership, filly's registration and passport with the society - with written evidence to you that she has done so.
 
thanks for your advice, i really like the filly its just the stupid woman if she had done this in the first place non of this would have happened.it may end up costing me a fortune!!.i am not giving in and am going to keep pursuing her until its sorted
