Paralysis of the neck

I went 2 get my 14 yo ISH a few weeks ago and he could not 4 love nor money get his head beyond horizontal (good 4 dressage but not much else) gave him a few bute and it was better in the morning, took him to the physio and she could not find any major soreness that would cause that level of paralysis, the only thing is that he had his tet vac the day b4, has any1 had anything similar, he has done it once b4 and that was not after vac. Any ideas?
 
he has had a reaction to the vac, as in there are loades of antibodies already prob for the tet part, the vacine induces more antibody response and the end result with your horse is a tense swollen neck (the immune system is doing what it should be doing), this happens with my old one and he has his tet in the bum so he can still get the grass.
