That is almost certainly true! But an event like this makes it pi** easy for them, doesn't it!So why isn't the PRCA doing anything about these appalling events (other than trying to gag the people who are exposing them?)
The Shark people are an animal rights group whose sole purpose is to depict all animal use in the worst possible light. So take all their videos with a very large grain of salt. Accidents happen in rodeo just like in all equine sports such as eventing, show jumping, and hunting. I'm sure one could take videos of accidents in each of these sports put them together and make the event seem horribly cruel. I believe the LACS, that you so often refer to in the hunting forum do this sort of thing with regard to hunting.
The incidents you saw depicted on the video are the exception to the rule. Prison rodeos are very amateur events and there are very few of them remaining. Wild horse racing is not a regular rodeo event. I have only seen one wild horse race and it did not take place in conjunction with a rodeo. In the event I saw there was more damage done to the humans involved that to any of the horses.
In professional rodeo, the animals are very well cared for. The horses used in the bucking events are often bred for that purpose. A good bucking horse can be worth thousands of dollars. Many of them are halter broke and easily handled until it is time for them to go to "work". I have seen bucking horses that bucked well into their twenties.
Shame this is turning into a "bash all other nations that keep horses" thread. We really ought to start on our own doorstep.
