Passport Help needed!!!!!!!!!

I am currently debating buying a warmblood horse for a nominal fee. He has had a very hard time in life and I am looking to bring him on and then poss sell him on as a dressage horse. The current owner obviously bought him from a bit of a dodgy dealer a couple of years ago, knowing the horse was blind in one eye, but she also says that she thinks that his passport might not be his!!! I am in the process of finding out why she thinks this and she also states that she thinks the horse may have been declared loss of use due to eye, but cant tell as not sure of legitimacy of passport. Wanting any advice if people have had similar issues with horses with dodgy passports and if it is easily rectified?

I wonder why the current owner hasn't chased it all up inthe couple of years she'd had ned. One eye may not be perfect but it's not insurmountable, as the happy ned in my siggy (thank you SJ_S) would tell you. I'd get hold of the passport issuing body and ask them for info and advice. Is ned microchipped or freezemarked? Might be worth checking this out in case ned is stolen.
 
Yes its a foreign warmblood and has a brand with last 3 numbers of foal id so should be easy to trace. Do you think there would be many people willing to take a horse on with one eye?
