Passport issues from old owners?

My horse was on a LWVTB- i paid her last installment quite a few months ago now and the owner said they would come and visit and bring the passport. I text a few times but they never managed to come down, so i text again with my address asking them to post it.. ive had no replies either and the phone goes straight to answerphone.

I have driven by the yard they were at when i had my girl originally but it looks empty so im unsure if they have moved (they did state they were due to move a while back and live about an hour away)
There is an address on the loan agreement i had but i havent ventured to it just yet.

Does anyone know where i stand on this? Shes registered with CHAPS and i have a few pages of her passport photocopied which i was given when i took her on loan originally so i have the details.

Im not overally concerned as i have proof ive paid for her (Bank transfer) but obviously i would like her passport now to keep on top of her jabs and because she is now mine to transfer ownership.

Any ideas?

you should really have the full passport, its meant to be with the horses keeper, so i would write to them saying they are breaking the law and you need the passport in order to continue with vacs etc. Try ringing off a withheld number or a landline incase they are blocking your number, failing that, id show up at their door.
 
I knew someone who had a similar problem. They had the horse on loan with its passport, then when she bought it, she was told by the owner she had to return the passport so they could send it off to get ownership updated. The passport was never returned. Quite some time down the line, she got on to the society, who tried to contact old owner. She had proof of purchase, and they issued a new passport. Thankfully she had jabbed horse with her, so her vet restamped the new one. Trading standards were no help at all.
