Passport overstamping

I'm so confused by this!
New horse has an Irish Horse Register passport. But he was bred in Northern Ireland, and the vet parts etc were done in NI.
I've sent it back to the Irish Horse Register in Ireland to have a name added and change of ownership but then when it comes back does it need to be overstamped? If yes, by who? He's TBx ISH so not a "foreign" breed with a stud book and passport register etc.

You should be fine, as Irish horse passports are dual issued by both PIOs, and the NI horse board are a UK recognised PIO. Just check that the NI horse board put the details on the central equine database.
