passport query

I have a horse on loan. The owner is reluctant to let me have the passport. Is a copy OK if I want to take him out in my trailer ? the DirectGov website doesn't make it very clear. It says I can be fined for not showing the passport, or making it available within 3 hours.

You need the passport.

Yes you should have the passport and owner the copy
You should have a loan agreement
Owner should link into nedonline and write in USER ADDED this horse is on loan NOT TO BE SOLD
