Passport question (and does anyone speak Hungarian?!)

My friend has bought a 5yo driving horse with a Hungarian passport. Does she need to get a passport issued by an authority in this country,and if so,who?
His breed is stated as Fajta/Fajtaja and his breeder/sire/dam & damsire are ismeretlen (which I am assuming means unknown

)

Fajta - means type! (EDIT - type as in variety, sort, kind etc)
and ismeretlen does mean unknown.
