You won’t get a fine, they’ll just process the name change, maybe just a few extra hoops due to the delay/no sellers signature. Making steps to comply with the rules are not punished, only if you’re ‘caught’ not complying, ie you get stopped transporting the horse by the police, or yard gets investigated by police/RSPCA/DEFRA.
