No they aren't as far as I am aware, as the passport could have been for any horse.
I believe if any pages are photocopied you are to contact the passport issuer and discuss it with them. I know when I accidentally dropped my horses passport in a puddle and the ID page ink became illegible (And I stuck my photocopy in there instead) I had to pay for a new one.

I have a Pet-id Equine passport which has a very bad photocopy of a faxed Identification page. It is awful and looks very unprofessional. I know the passport is legit, as I paid for the whole process.

Aren't they ALL photocopied? I've never seen any passport where the original drawn ID form is stuck in the passport, myself. Isn't that kept on file and a copy made?
Two of my horses are with Pet-id. One horse has the original copy in, the other has a very poor quality photocopy (which appears to give my horse some very unusual markings!) My other, with the welsh cob peeps, has the original stuck in too.
Have spoken to Pet-id and they said ''There could be many reasons why it is a photocopy but it's likely we received the silhouette in a bad state so copied the original'
