Passports / chip / freezemark question

I know that you cannot sell a horsewithout a passport, but also has there been a legislation brought in that the horse must b microchipped as well? And if the horse has a passport & freezemark is this then exempt from micro chip?
I am currently shopping..................................thank you

As from 1st july 2009, if applying for a passport then you need to get the horse chipped.
Animals that already have passports are not required by law to be chipped
