Would anyone know how to escalate a compaint against PayPal? Would they be covered (for example) by the Banking Ombudsman? I have a major problem with them (over £1K held by them) as I live in a new build (on my land) which for some reason does not appear on their system, hence they have restricted my account for the past month and I cannot get money out! Have offerered to send a cc of my council tax bill but they just say that I need to confirm my address via their system. Gone beyond frustrating and feeling a bit agressive now.
 
I can remember the same problem, when we moved house. I used to come home to my dad who was surrounded by his hair on the floor due to the complications Paypal caused, my dad spent hours calling them going round in circles, from pillar to post, he then got thorugh and got it sorted, even though the staff are abit annoying. Hope this helps in some way that you arent alone!
 
Hi, I had a similar problem. In the end I went online and found the emails of ALL their directors and emailed each one detailing the compliant.Also, sent a copy to the registered address of paypal-which is in S Ireland. Finally, one replied to me, and helped me sort out the problem.It took about a month however! They are covered by money laundering rules and regulations, which is what is causing the problem with your address, but if you bypass the "minions" and go to the directors, specifiying the anount involved and time taken, hopefully one will help. As they are registered in S Ireland I don't think the Banking Obudsman can help,sadly.Good luck.
 
Complaints process/code re financial institutions is that a complaint, (which i'm not sure if paypal is - it could be as is money transmission service) must be put in writing to the financial institution (keep a note of dates etc) then give them a chance to sort out. However they should write/phone to update you at regular intervals then if still not resolved after i think 40 days (ireland and uk slightly diff and i work in ireland) you can then go to ombudsman - who nearly always find in the favour of the customer! Now i hope they are a financial institution.....
 
Thank you for the helpful comments - they must make huge amounts on monies 'held'. Considering it takes weeks for them to remove account restrictions. The cash needs to be in my poor little bank account!!! Well, actually it needs to be paying for my new set of jumps
