I used one today for a working hunter class, as the horse is a snafle mouth, but accepted a flexible rubber pelham without a curb very well.

Pelhams with out a curb do very little, so might as well use a snaffle unless there is another reason
 
I was told that you should always use a curb of some sort (chain/leather/elastic) to stop the shanks over rotating and giving too much poll pressure.
 
That doesn't make sense as with a pelham the leverage is minimal compared to something like a continental gag

A pelham only has around 1.5" from eye to mouthpeice, whereas a contintental gag has 4" so using basic maths the leverage on a pelham without a curb is minor.
