People letting novices ride without hats?

What would you do if you saw someone teaching a complete novice not wearing a hat (and wearing trainers)? I guess the novice doesn't know any better. Also if she fell and was injured would she be able to sue the person from whose horse she fell? (not a real instructor by the way) and could the YO be considered liable?
 
I think you can sue anyone you please ! The "instructor" is clearly a complete idiot, although the novice isn't much better, IMHO. Unfortuantely I believe there is precedent in the courts now for suing a horse-owner if you fall off it and are injured, so really, everyone involved is pretty stupid !
 
If I saw a novice hatless being instructed I would request both their attention - Then ask them if they recognised the obvious risks attached to their actions. I might explain a few and then I would leave them to it........But I would be pretty furious I should think.
