perfect pony!!!!!

I have to be carefull here.......... so here goes!!!!

I have found the perfect pony, and the current owner has still not been able to get the passport off the previous owner !!!!!!!! no idea why that should be ( I know for sure this is a geuine problem)

Obviuously I cant buy her without it, so what can I legally do?
