Is there anything I can do about the appearance of scars on my mares neck caused by tethering by the previous owner, they are still very bumpy and the fur is turning white.

I'll second that. I know some on here hate the stuff due to what's in it. BUT it does heal sore scabby skin and promotes hair growth. I love the stuff.

I know a horse who had serious reaction to that stuff, lost the hair on all legs, weeping sores, not good
I don't have any suggestions though sorry.

I just Googled it, dont think I will chance that one

I've heard cornucrecin is ment to help with hair re growing in its original colour, I've only ever used it on small injuries and it is rather messy, hair has grown back brown but may well have done on its own anyway.

Cornecrescine - probably spelt wrong but that promotes hair growth amongst other things.
The act of rubbing in whatever you decide will help break down the lumps with a bit of luck.
