Pic of racehorse in a snaffle and a chifney

My local paper has an article about the National today and as part of it has a pic of a racehorse jumping a fence (not sure which horse, it doesn't say) but the horse has a snaffle and a chifney. I'm just interested why he's racing in both? What would the benefit be?
