you can get tb ponies! For a child I'd get as big a pony you can get away with so that you dont have to break the emotional bond each time the child grows out of it.
 
you can't get a 12.2 thoroughbred. a 14.1 maybe (a very small horse basically... some flat racers are as small as that), but not 12.2.
i'd guess a 13.2, because it will last a bit longer... or a very mannerly 14.2, for an 8 yr old.
 
Depends on the 8yo (and the pony) - 12.2 - 13 hh about average, but you get kids who are scared of being 'up high' and prefer a smaller ride, and others, like mine, who do NOT like being underhorsed, and would rather sit on a whacking great 14.2 (with manners obviously) than a spiky little 12.2hh. Which makes perfect sense to me, as there are adults who choose ponies to be near the ground, and other adults who don't feel safe on anything under 17hh. So that's no help whatsoever then.
