Plaiting an appaloosa's mane...

It's really wispy, fine and short

There is a bit more at the top end of the neck, but I'm doubtful whether to pull it to match the rest further down or whether I will regret that when it comes to reaching for the plaiting bands...

Anyway - any tips for making the best of not very much mane at all when plaiting?

You could you some tail hairs to bulk it out if he/she is one of the ones with much tail hair. Another idea is to have a little ball of cotton wool, thumb nail size, & fold your plait over that to give some bulk & stitch in as you may lose more mane with rubber bands.
