Plaiting problem

I have this cob which I plaited fine last year, but I tried yesterday and it just didn’t work! I plaited really tight but when I went to roll the plait nearer the top it looked really loose and not round at all. His mane nearer his poll is split into both sides, but I pulled the whole thing before with a rack. What am I doing wrong, does the underside need more pulling to even it out and make the plaits perfectly tight and round? I can plait the other horse fine no problems with perfect plaits at the end.
 
Using a rake, imho, ruins a mane for plaiting as it makes all of the hairs different lengths.

Also, it depends on the width of the crest, which can be very wide in a cob, as to how tight you can plait to the skin. You may get a tighter plait, if you plait straight up, rather than down the neck.
