Planning permission on Greenbelt land

Hi looking to rent a yard which is on greenbelt land, the owner has told us that because of this he cant have a "proper" sand school, but can have a riding area. Was wondering if anyone knew the definition of "school". Have been told it is to do with size and fencing. Thinking about putting some hardcore down and then sand, surounding it with railway sleepers. Any info would be much appreciated. Thank you

We had some lovely greenbelt land used for grazing cattle and horses people used to walk their dogs over it.

Now most of it has gone, a housing estate at one end and industrial estate at the other.

If they have done that to our greenbelt I don't see why you can't have a sand school.
 
You will need PP and if you go ahead without it the whole business of removing the surface will run into thousands. You need PP as you are 'developing' the land. Putting hardcore down and building upwards is still development, I asked all this several weeks ago and if it was feasible would have tried it believe me!

However, it isn't as difficult to get PP as you think. My yard is in green belt and they are just about to put ours through. Cost just under £200 but valid for several years.
