I would suggest you look at things like linings ( silver for heat reflection and absorption and infection), straps, coatings and in general SMART materials. A good idea might be those little electronic lights that you can sew in( ok horses and lights no way but mention this as they could solve a problem for owners in a dark stable but a rolling horse and lights. )

Development , masta used to do a rug which zipped down and you could wash in pieces.

Excellent advice but if you come across a horsey examiner, they would definitely query the safety aspect of lights on a horse rug! Could you perhaps make it for a dog rug instead?
