Pleasure rides - question

Just a bit of a random question really. But if you arranged to meet up with lots of other riders for a friendly ride, would you have to notify anyone?
Example - If I wanted to arrange a ride with lots of people in say...Thetford Forest, and it wasn't for charity or anything like that, would I have to tell the Forestry Comission or anything? I know it sounds stupid, but I'm curious.
 
How many people is alot? I would imagine if you're talking in excess of 20 people you would have to notify the forestry commission as that many horses would start to affect other forestry users.

We go out in Thetford Forest all the time, it is great. There are some lovely long canters and even on a Saturday we can avoid the walkers! As for numbers have no idea, my friend who takes me usually said that since there are no permits any more that is a free for all? Can T come, he promises to be good unless his evil TB side comes out (I gather you know about Shareef Dancers!?)
