I remember someone saying that they used children's plastic potties. I've not tried them myself but can see how they would do the job and they can be very cheap and stackable.

You could buy a couple of 12 foot poles, cut them into 12" sections and get someone with a jigsaw to cut a shallow bit out in each section to rest the poles in. They wouldn't be able to move but are shallow enough to not be 'fixed' and therefore cause a potential accident should the horse trip on them. You would have a total of 24 raisers, which would equate to 12 raised poles at 2 per pole. :D

Or you could just set two poles end to end and the same about 8 foot apart parallel to those and then rest the poles on them, but the trouble doing that is that they can roll along the track.

Ikea potties work fairly well. Can go brittle as age, and can shatter, but not really dangerous, as long as remove any broken bits.

If you reverse the potties, you can stack them 3-4 high to make higher risers.

Our yard has 20 potties in each school.
