Well exactly - insane I tell you! So if 14.2hh's can jump that, well basically in proportion to their size, they are MORE talented than the vast majority of horses at that level!
I think it is the parents who are the problem at times rather than the pony riders. I was at a CIC* in the spring whoch also ran a pony class. Two of the ponies were eliminated SJ, one for refusals, but the parents lobbied very hard indeed for the kids to be allowed to go XC (class was run under nat rules so eventually the OK was given). The first kid got round OK, the second fell off second fence. Fence judge and FEI steward had kid up OK, and about to lead pony away, when parent charged up, plonked crying child back on pony and sent them back out onto the course. To my mind that is unforgiveable (how could a parent have so little ocnsideration for the childs neck, though fortunately they finished safely.
May have gone slightly off subject here but basically am agreeing with OP, overly competitive parents may push pony or rider too hard in moving up to int, and safety could be at risk.
thats sort of what I was getting at, I would just be concerned that the "priviledge" for ponies to do intermediates could easily be abused with the new rulings! And i know exactly what you mean with the parents... after four years of PTs o've seen more than enough of it!
